Biden strikes infrastructure deal with bipartisan group of senators

President Biden announced Thursday that he had agreed to an infrastructure deal with a bipartisan group of ten senators.

Why it matters: The agreement on the size and scope of an infrastructure package is a major achievement for Biden, who has long been a proponent of bipartisanship. But the compromise still faces serious hurdles in the House and Senate.


  • Senate Minority Leader Mitch McConnell (R-Ky.) has not yet signed off the deal, and progressives like Sen. Bernie Sanders have threatened to revolt if the compromise doesn't go far enough on their key priorities.
  • Speaker Nancy Pelosi said Thursday that the House would not take up a bipartisan infrastructure bill if the Senate did not also pass a budget reconciliation package with Democrats' other priorities.

What they're saying: "We made serious compromises on both ends. ... Republicans and this group did not want to go along with many of my family plan issues, the child care tax credits — the human infrastructure that I talk about," Biden said after a meeting at the White House.

  • "We'll see what happens in the reconciliation bill and the budget process, if we get some compromise there. And if we can't, see if I can attract all the Democrats to a position. But they're going to move on a dual track," he added.

Sen. Rob Portman (R-Ohio) said after Biden's remarks:"This is roads and bridges but also lots of other kind of infrastructure, including broad system and the water system and rail system. It's all good for the economy. More efficiency in the economy, more economic growth."

Pentagon effectively bans Confederate flag from military installations

The Pentagon effectively banned the display of the Confederate flag on military installations, per a memo signed Thursday by Defense Secretary Mark Esper and obtained by the AP.

Why it matters: The move was done in a way meant to largely avoid President Trump's ire by not explicitly banning it. The memo instead listed flags that are allowed to be displayed on military property, leaving out the Confederate flag.

Stephen Miller tests positive for COVID-19

White House senior adviser Stephen Miller has tested positive for the coronavirus, he confirmed in a statement on Tuesday.

Why it matters: Miller's diagnosis adds to the long and growing list of Trump administration officials who have contracted the virus as the White House scrambles to respond to the outbreak. Miller says he has been self-isolating and working remotely for the last five days, and tested negative for the virus every day through Monday.

The state of play: As President Trump refuses to concede the election to President-elect Joe Biden, General Services Administration Administrator Emily Murphy has not signed documents declaring Biden the apparent winner, preventing the president-elect's agency review teams from having access to the information they need in order to get to work.

FDA grants emergency authorization to first over-the-counter, at-home COVID antigen test

The Food and Drug Administration granted emergency authorization Tuesday to Ellume's over-the-counter antigen COVID-19 test for fully at-home use.

Why it matters: Once available, a person in theory would be able to buy the test in a drug store, swab their nose, and run the test for results in about 20 minutes.
